When WWF decided to establish an international Baltic Ecoregion Action Programme to address the pressing environmental issues facing the Baltic Sea in January 2003, the SPNS appeared as a natural partner for the development and implementation of the programme in Russia. It was acknowledged by leaders of both BFN of SPNS and WWF Sweden that increased capacity was needed for BFN of SPNS to succesfully foster the democratisation, transparency, compliance and ecological sustainability of the Baltic region of Russia. These informal discussions led to a list of actions needed to develop the capacity of BFN of SPNS as well as other local Russian environmental and citizens groups in order for them to acquire the necessary tools to enter into negotiations with local and regional authorities and the private sector on an equal footing.

The Project is targeted at decision makers and citizens organisations in the Baltic Sea catchment area and aims at promoting public participation in environmental policy making and implementation affecting the Baltic Sea in the Russian Federation, with a primary focus on the city of Saint Petersburg, the Leningrad and Pskov regions as well as the southern part of the Republic of Karelia.

The two specific objectives are:

  • to develop the organisational capacity of target environmental NGOs in the Baltic area of Russia.
  • to promote constructive engagement and policy dialogue among NGOs, communities, schools and academia, government and the private sector on environmental issues in the Baltic area.

Project locations will include: Russian Federation - Leningrad, Kaliningrad, Pskov and Novgorod Regions; Saint-Petersburg, Moscow. Study tours and participation in the international events will include Finland,Sweden, the Netherlands and other European countries.

Innovative and replicable activities will be carried out, including public and school meetings, the production of popular information on Baltic-related environmental issues, media work, multi-stakeholder seminars, joint NGO strategy meetings and on-site NGO capacity building training sessions, all leading to an enhanced capacity of NGOs in Russia to become agents of change.

WWF Sweden will supervise the project and transfer its knowledge and experiences in the relevant spheres to BFN of SPNS and it’s network. WWF Sweden will keep linkages between the activities prepared and implemented in Russia to the Baltic wide environmental activities and programmes and support presence of representatives from Russian NGOs in key Baltic environmental events. WWF Sweden will organise study tours for Russian experts. It will also take part in preparation and execution of seminars, workshops and round tables in Russia.
