The project is implemented
by Baltic Environmental Forum in cooperation with 18 partners from three Baltic countries and Baltic Fund for Nature in Russia.

Dr. Alexei Zavarzin (BFN)

Project inplementation period: 2005 - 2009

The overall objective of the project is an assistance for development ant management of Marine Protected Areas (MPAs) in accordance with NATURA 2000 in Estonia, Latvia and Lithuania and assessment of opportunities for establishment of a complimentary marine areas in Russian Federation (the Gulf of Finland and Kaliningrad area) to integrate them into the sub-regional system of MPAs. More detail information you can get on the official site of the project.

Project is an important part in the whole chain of the Baltic environmental projects focused on Marine Protected Areas (very underdeveloped aspect in Russia). The Project can become a good basis and example for similar ones to be implemented in the Baltic Russia and wider. The Project also provides a good opportunity for communication and practical collaboration between relevant environmental organizations (of different status) in Russia and in the Baltic countries.

The project objectives:

  • Complete the establishment of Natura 2000 in the marine territories of Estonia, Latvia and Lithuania (site selection, designation, protection rules and management plans);
  • Assess and reduce the impact of fishery by-catch on target bird and mammal species, e.g. the priority species for LIFE funding, Polysticta stelleri;
  • Assess and address other threats to marine Natura 2000 sites (e.g. caused by constructions / developments, disturbance of species by economic or recreational activities, pollution);
  • Increase public and stakeholder awareness on Natura 2000, marine protected areas and biodiversity in general in Estonia, Latvia, Lithuania and Russia;
  • Promote transboundary networking and capacity building on marine protected areas between the Baltic States, other EU Member States and Russia.

The field surveys, inventories of species and habitats, preparing materials for films and publications on Eastern Baltic Sea, training seminars and expert meetings will be conducted in Estonia, Latvia and Lithuania during the project.

The main stakeholders of the Project in Russia can be:
- academic community, as they are directly involved into the project activities and are interested in gathering new scientific data;
- environmental NGO, as the Project is environmentally oriented;
- environmental authorities (state controlling institutions), as the Project can provide them with a common monitoring system for protected areas.
