Project inplementation period: 2005 - 2007

The initiative of this project appeared after the Leningrad region, one of the first in Russia, had elaborated and started implementation of the Regional Targeted Program on Support and Development of Protected Areas. This program has many positive characteristics however it is obvious that Government of the Region will not be able to solve quickly all existing environmental problems and conserve valuable natural sites.

Today the Region faces many difficult problems such as development of logistic, technical an administrative basis for management and monitoring of regional protected areas, establishment of the system of public involvement and expand of informational space, correspondence of federal and regional nature protective legislation, development of system of protected areas of the international status.


This Project was designed to help the
Leningrad region administration to solve mentioned-above problems, and it has gained support from the European Community “LIFE - Third Countries” Program.

The main purpose of the Project is to aid the Leningrad Region in development of PAs network and conservation of landscape and biological diversity by improvement of key PAs management and their involvement into pan-Baltic and pan-European ecological networks.


Project tasks

  • Assessment of management effectiveness and elaboration of management plans for protected areas included or proposed for inclusion in pan-Baltic and pan-European networks (Ramsar sites, Baltic Sea Protected Areas and Emerald network etc.);
  • Logistic, technical and administrative support to key regional protected areas and also reserving valuable natural sites for PAs establishment;
  • Informational kit to protected areas planning and functioning;
  • Building up public awareness and acknowledge about protected areas and  involvement of all the stakeholders into assessment and planning of protected areas activity.

In the framework of the Project it is planned to prepare needed documentation and management-plans; publish methodical recommendations; hold workshops, meetings and trainings for PAs personnel and stakeholders (local authorities, land-users and public groups) that will result in creation of local partners system providing support to PAs; publish educational materials for development of ecological tourism; interaction with mass-media.
